France is broken down into 3 tiers of local government - Région, Département, and Commune. A Région could be considered a state, a Département is a county within that state, and a Commune can be considered as a town within a Département, or county. Each level of local authority is a seperate legal entity, and has powers over it's own area, and any area within it. A commune is the oldest form of local authority in France, and each one has it's own elected council and a mayor. Many of these communes are quite small, and the majority have less than 1,000 inhabitants.
The Régions of France are Alsace - Aquitaine - Auvergne - Basse-Normandie - Bourgogne - Bretagne - Centre - Champagne-Ardenne - Corse - Franche-Comte - Haute-Normandie - Ile-de-France - Languedoc-Roussillon - Limousin - Lorraine - Midi-Pyrenees - Nord-Pas-de-Calais - Pays de la Loire - Picardie - Poitou-Charentes - Provence-Alpes-Cote d'Azur - Rhone-Alpes
